Legal Clinic to Help PR Evacuees Secure Disaster Relief From FEMA

On Saturday, January 20, 2018, at 10AM, at Esperanza College, 4261 N 5th Street, Philadelphia PA 19140, attorneys, law students, and paralegals will run a pop-up pro bono legal clinic to assist Puerto Rican evacuees from Hurricane Maria in Pennsylvania to:
• Register with FEMA
• Submit claims to FEMA
• Appeal FEMA claim denials
• Address other legal matters

The legal clinic is organized by the Hispanic Bar Association of Pennsylvania, the Toll Public Interest Center at the University of Pennsylvania Law School, The Vanguard Group, Unidos PA’PR, Ceiba, and the Philadelphia Bar Association.

More than three months have passed since Hurricane Maria lashed the 3.4 million American citizens living in Puerto Rico with sustained winds of 155 MPH, yet most of the island (which is only slightly larger than Connecticut) is still without electricity, making this blackout the largest major power outage in US history. Without electricity and crucial amenities, many people are fleeing Puerto Rico out of necessity. Pennsylvania is a major destination for evacuee; a recent report by the Center for Puerto Rican Studies at Hunter College estimates that more than 56,000 Puerto Ricans are expected to evacuate to the Keystone State before 2019. A Disaster Assistance Center set up to help Puerto Rican evacuees coming to Philadelphia helped more than 2000 people between October and December.

Victims of Hurricane Maria have until March 20, 2018 to file a claim with FEMA and 60 days to appeal a denial by FEMA if they filed a claim and were denied disaster relief.

USACE abre dos puntos de distribución adicionales de materiales en Puerto Rico

SAN JUAN, Puerto Rico –El Equipo Especial de Restablecimiento de Electricidad del Cuerpo de Ingenieros del Ejército de EE.UU. (USACE, por sus siglas en inglés) abrió dos almacenes y puntos de distribución adicionales de materiales en Bayamón y Palo Seco, Puerto Rico, para ayudar agilizar los trabajos de restablecimiento.
Estas áreas nuevas reducirán  la cantidad de tiempo que los equipos de trabajo pasan en la calle recogiendo y entregando materiales a través de la isla.  
“Con el incremento en materiales y unos 1,500 celadores adicionales que llegan a mediados de enero, USACE expande nuestra capacidad y habilidad para distribuir materiales rápidamente”, dijo el Comandante del Equipo Especial de Restablecimiento de Electricidad, el Coronel John Lloyd. “Estos puntos mejorarán nuestra habilidad para restablecer la electricidad para el pueblo de Puerto Rico al expandir nuestro alcance y reducir el tiempo de entrega”.
Actualmente, USACE tiene tres almacenes y puntos de distribución de materiales, que incluyen Ponce, Palo Seco y Bayamón, con la meta de expandir a siete durante las próximas semanas.
USACE tiene la tarea de hacer el pedido de materiales para compensar la falta de materiales de restablecimiento eléctrico a través de Puerto Rico. Luego del huracán María, USACE recibió una lista de materiales de la AEE con un estimado de los materiales requeridos basado en las evaluaciones de daños iniciales. USACE trabaja a través de la Agencia de Logística de Defensa para adquirir material de los manufactureros.
Adicionalmente, USACE utiliza las relaciones con almacenes de material eléctrico y las compañías de servicios básicos con el fin de comprar poco volumen de material esencial. A través de esta misión, USACE y la AEE trabajan estrechamente para refinar los estimados de materiales y prever necesidades para órdenes adicionales. Esto es un esfuerzo en conjunto con la AEE para incluir una evaluación sobre qué se necesita y qué hay disponible en los almacenes de la AEE.
USACE ha tomado la tarea de ordenar materiales que estén en déficit, lo cual agiliza la entrega y distribución de los mismos. Actualmente, USACE tiene una orden de 326 artículos para satisfacer la necesidad de materiales, que incluye postes, cables, transformadores, fusibles, torres y aisladores.

La ciudad le permitió al Cuerpo de Ingenieros el uso de su propiedad e infraestructura para ayudar agilizar la entrega de materiales del sistema eléctrico y equipo necesario a través de la isla.
